Coordinate a property contact, conduct the walkthrough over their native video / phone app, capture evidence and observations, then hand off into report generation. FCCIS does not host video — calls are launched through the device's native FaceTime, dialer, or Google Meet.

Handoff calls /api/remote-sessions/report-handoff which creates the linked final_reports row at status engineer_review_required, writes remote_inspection_sessions.report_id, stamps every evidence row's final_report_id, and appends a report_linked audit event. Repeat clicks open the existing linked report instead of creating duplicates.
